1) Who participates in the National Fund for Children program? From what sources does UAPF get information?
All children under 18 years of age who are citizens of Kazakhstan and born in 2006 or later participate in the program. At the same time, children born in 2006 turned 18 in 2024. Accordingly, they no longer receive funds from the National Fund.
UAPF takes all information about children from the State Database "Individuals". UAPF receives information on the average investment income of the foreign currency part of the National Fund for the previous 18 years from the National Bank of the Republic of Kazakhstan.
UAPF calculates target requirements for one child based on the total amount of target requirements calculated by the National Bank of the Republic of Kazakhstan and the number of program participants at the end of the reporting year, taking into account the adjustment for the amounts of target requirements
- those who have lost citizenship of the Republic of Kazakhstan, who have renounced citizenship of the Republic of Kazakhstan in the reporting year;
- previously unaccounted for, who had the right to be a participant in target requirements;
- previously accounted for, who did not have the right to be a participant in target requirements.
2) What is the difference between target requirements and target savings?
Target requirements are the obligations of the Government of the Republic of Kazakhstan to citizens of the Republic of Kazakhstan who have not reached the age of eighteen, for the annual accrual of a certain amount from the investment income of the National Fund of the Republic of Kazakhstan.
Target savings are money in the target savings account of the recipient of target savings - a citizen of the Republic of Kazakhstan who has reached the age of eighteen.
Target requirements acquire the status of target savings in the form of a monetary equivalent (in US dollars) credited to the target savings account in the UAPF in the year of majority. The recipient of target savings, when he turns 18, has the right to use them to improve housing conditions and (or) pay for education.
3) Are children who will turn 18 in 2025 included in the National Fund for Children program and what amount will they receive?
Yes, children who are citizens of the Republic of Kazakhstan who will turn 18 in 2025 were credited with target requirements for 2024, that is, for the reporting year in which the child had not yet reached 18 years of age. Target requirements immediately acquired the status of target savings and were credited to the recipient's target savings account in UAPF.
Let us recall that in 2024, all children were credited with 100.52 US dollars. In 2025, 129.38 US dollars and 3.04 dollars in the form of investment income on target requirements for the previous year. Thus, on the target savings accounts of citizens born in 2007, there are 232 US dollars and 94 cents. An adult Kazakhstani can see these accruals in his personal account on the enpf.kz website using an electronic digital signature.
However, young citizens will only be able to use them for their intended purpose upon reaching the age of 18. For example, a child will turn 18 in October 2025. His targeted savings in US dollars will already be credited to his UAPF account at the beginning of 2025, but he will only be able to use them in October 2025, after reaching the age of majority.
4) How can I find out if my child is participating in the National Fund for Children program?
On the UAPF kids.enpf.kz website, in the "Participant Search" section, enter the child's IIN and click the "Check" button. Information will be available indicating the reporting year from which the child became a participant in target requirements and the total amount of his target requirements. In addition, the website presents the History of the formation of target requirements and target savings broken down by year of birth of children, where the accrued amounts, investment income, and the year of crediting target savings (TS) to the target savings account in UAPF are indicated. It is also possible to check a child's participation in the program in the eGov mobile e-government mobile application and in second-tier bank applications.
5) If the child was not accrued the target requirements in 2024, was the accrual made in 2025 taking into account the previous year?
If for some reason a child was not included in the list of participants in target requirements and was not taken into account when calculating their total number, but has the right to be such a participant, then target requirements are accrued for the missed period (periods) in the year following the year of application or updating of information in the SDBI.
Thus, if a child was not included in the electronic list for 2023 and was not accrued target requirements in 2024, but at the same time had the right to be a participant, if information about him was received by UAPF from the SDBI, he is accrued target requirements in full, taking into account the missed period and investment income in 2025.
6) How long can target savings be kept in the Unified Accumulative Pension Fund?
Target savings can be in a target savings account in UAPF in US dollars for 10 years after the program participant reaches 18 years of age. After this period, the unused amounts of target savings by the participant are automatically transferred from the target savings account to his individual pension account, opened for accounting for voluntary pension contributions. Funds are credited to the VPC account in tenge at the official exchange rate on the date of transfer.
The terms and procedure for receiving voluntary pension savings are provided for by the pension legislation of the Republic of Kazakhstan.
7) Can targeted savings be seized, confiscated or have their disposal restricted?
A number of legislative acts of the Republic of Kazakhstan have been amended to include provisions prohibiting the establishment of any restrictions.
- seizure or foreclosure of funds in bank accounts is prohibited for payments of target savings from the National Fund;
- suspension of expenditure transactions on funds in bank accounts;
- withdrawal of funds without the consent of the recipient of savings;
- temporary restriction of disposal of funds in the bank;
- taxation with individual income tax.
8) Is it possible for parents to check target requirements/target savings?
Parents or legal representatives of a minor will be able to view accruals of target requirements in the mobile application of the electronic government eGov mobile, on the website kids.enpf.kz, as well as in the applications of second-tier banks.
When the child turns eighteen years old, a target savings account will be opened for him in UAPF JSC, access to which will be available only to the recipient of target savings, that is, the adult citizen himself.
9) In which banks can I open a bank account to receive payments from the National Fund? Are there any criteria or requirements for banks to participate in the National Fund for Children project?
The Law "On the Rights of the Child in the Republic of Kazakhstan" (hereinafter referred to as the Law) only establishes the concept of who can be considered an authorized operator, and assigns to UAPF JSC the responsibility for interacting with authorized operators.
Thus, the Law does not establish any restrictions on second-tier banks, and accordingly, any second-tier bank in Kazakhstan that has concluded a corresponding agreement with UAPF can participate. These can be second-tier banks, as well as the national operator Kazpost. To date, the authorized operators are Otbasy Bank JSC (for housing and education) and Halyk Bank JSC (for education).
10) Can a child use money not immediately at 18, but later – at 20 or 25?
When the child turns 18, a target savings account in the UAPF is automatically opened in his name and the funds due to him from the National Fund are transferred to it. The money is transferred in US dollars and is kept in the target account for 10 years. If he does not use these funds during this period, they will be automatically transferred to his individual voluntary pension account in the UAPF, which will be automatically opened in his name. Receipt of savings from this pension account, which takes into account voluntary pension contributions, will be carried out in accordance with the legislation of the Republic of Kazakhstan.
